Abstract: It seems reasonable that a government that includes a Foreign Ministry would rely on that office to determine foreign policy. This was not true of Germany in the years between 1933 and 1939. This 16 page paper argues that Hitler brought with him his own beliefs concerning the interaction between nations. He implemented policies congruent with his own beliefs and agenda, without regard to the established diplomatic services of the Foreign Ministry. Bibliography lists 12 sources.
