Abstract: This 24 page paper looks at this statement and agues its' truth by looking at the policy systems in the European Union. The paper considers both formal and informal systems, including the European Council, the Council of Ministers, the European Parliament and the Economic and Social committee and other legislature. The paper also considers the safeguards to local policy making as well as the duty to European wide decisions and the way in which Europe has sought to influence the social policies of other areas.
